With .NET SDK 9.0.200, the legacy GUID goop in solution files is no longer necessary.

Replace it with a concise, human-readable (and editable) XML format.

@nil4 Should we still be using backslashes in slnx?

This is what the Rider sln -> slnx conversion came out like, and the JetBrains announcement (https://blog.jetbrains.com/dotnet/2024/10/04/support-for-slnx-solution-files/) also shows backslashes.

Local testing and CI passed, so I think they're fine.
