man-pages: 6.9.1 → 6.11; clean up & provide update script

• use finalAttrs instead of rec
• remove use of with lib;
• provide update script
• update to latest version 6.11
• provide a simple install check

Please note that this new version installs a few scripts to /bin, whereas previous versions would not.
