nixos/conduwuit: block mistakenly allowed syscalls

There was a mistake in translating this line from the conduwuit upstream systemd service file to the nixos module.

SystemCallFilter=~@clock @debug @module @mount @reboot @swap @cpu-emulation @obsolete @timer @chown @setuid @privileged @keyring @ipc

Lines beginning with ~ will block all syscalls in that line.
The way this was translated causes every syscall group after @clock to be explicitly allowed instead of the intended effect of explicitly disallowing them.
