hashcat: support ROCm and refactored buildfile.

I have a system with an dedicated AMD GPU and would like to use hashcat.

Things done

Modified the build file to have 3 packages.

1. normal hashcat package, uses openCL and should work with any system by using the CPU
2. hashcat-rocm package, uses ROCm, aka AMD GPUs
3. Hashcat-cuda package uses CUDA aka NVIDIA GPUs, already implemented.

• Tested basic functionality of all binary files (usually in ./result/bin/)
• 25.05 Release Notes (or backporting 24.11 and 25.05 Release notes)
  • (Package updates) Added a release notes entry if the change is major or breaking
  • (Module updates) Added a release notes entry if the change is significant
  • (Module addition) Added a release notes entry if adding a new NixOS module
