Restart database by systemd unit template

Description:
We can use arg --systemd-unit to overwirite default name ydb-server-mt-starter from ydb-server deb pkg. This process will execute restart for all database nodes on the host.

Ability to restart unit created by service templates where argument is IC port for example may be helpful for us. it would be best if the ydbops can determine systemd unit name by process pid with specific node_id
