Replace `eslint-plugin-import` with `eslint-plugin-import-x`

This might be ideal from a dependency count standpoint, or actually required to enable:

• Upgrade to ESLint 9 #757
• Move to flat config #702
  • Blocked by [New] add support for Flat Config import-js/eslint-plugin-import#3018

This is similar to the work done to switch from eslint-plugin-node to eslint-plugin-n:
