Use forecasting + seasonal adjustment for SALE_RATE ?

Zillow uses a seasonal adjusted forecasting method (X-12-Arima) to account for the reporting lag in home sale data. Methodology details here.

If SALE_RATE is calculated for time series period shorter than a quarter then it may be useful to consider making this adjustment.
