hm-modules: randbg: not restarted on new Hyprland sessions

Perhaps this is best fixed with `Unit.After`? Unfortunately the script doesn't take into account the possibility of multiple sessions. This should change, because currently the script just kills all instances of `swaybg` unconditionally. It should keep track of the processes it starts, and only kill those.
