Separate the lift map to the UEA and the lift from a quotient/subalgebra

The lift() map/method from a Lie quotient or sub algebra overrides the lift to the universal enveloping algebra (UEA). However, this lift() map is used to build the UEA, among other things. These concepts need to be split with the lift to the UEA having a separate method name.
