Improve linux emulation

It's now possible to run simple CLI linux programs but there are some additional settings we need for NixOS linux emulation

• Mount linprocfs in nix build chroots
• Set LOCALE_ARCHIVE so that translation works
• Add /run/opengl-drivers so mesa will work (requires drm-kmod)
