[bug]: S3 links are not refershing in issue content and project cover

Current behavior

When S3 link expires it doesn't refresh in issue content and project cover, it appers as broken link

I upload an image in issue body, it displays fine but after the s3 link expires it doesn't generate a new link so it shows as a broken link

The same thing happens in project covers

I'm using Docker but not Minio setup

Steps to reproduce

1. Upload an image in issue body or project cover
2. Wait for link to expire (default 3600 seconds)
3. Image shows as a broken link
