Job waits for agent indefinitely, even if agent is available.

Currently if one only has an aarch64 agent, every job will be stuck and never evaluate. I haven't checked with darwin agents yet but I know for a fact an aarch64-linux agent by itself is useless and you need x86_64-linux agent running to start the evaluation

This is currently a restriction, which was sensible some time ago, but should be relieved.
