Feature request: `hci list-effects`

Hi!

The mapping from onPush.default.outputs.effects.sth to default.effects.sth is - I'm sure documented somewhere - but not obvious.
Added to that, if you happen to use runIf, then your effect becomes default.effects.sth.run.

Is there anything wrong with the docs? I'm sure not, but I'll give the feedback that I both took time figuring this out in the first place and then even forgot about it after a week -_-.

hci command listing existing effects would help and be helpful in general. Maybe the docs could contain more e2e examples, as redundancy doesn't cost in docs.
