Include 'cabal-install' autocompletion script into official cabal bindist

I think this is a good idea, so let me add this to 3.8 milestone, but keep under discussion. But to make sure we remember and also that we remember in 3.10, could you add a bullet point to the wiki page? Ideally with a link to the script and a directory it should be put into.

Or perhaps this could be easily automated? E.g., we have global makefile with many such random snippets.

Oh, you say "bindist" and this is source dist? Anyway, please edit the wiki ^^^ so that we remember to do this next time. Automation (gitlab CI?) would be even more appreciated.
