Make `cabal init` aware of `build-tool-depends`

This is follow-up work from #4055, which is soon going to be merged. Cabal init currently has some code for build-tools this should be adapted for build-tool-depends as the latter field deprecates the former.

#4055 was closed and afaics there was not a substitute so not sure if this is sensible anymore, didnt know cabal init could include build-tools
