[Enhancement]: Improve the new DNN 10 permissions window (more info, but less width)

Description of problem

This table is messy:

Too many options with a tiny space for it.

Some words even get "..." to crop.

However, this panel could use a lot of information on what each permission gives. I would not leave this to an external wiki page.

Description of solution

For the excessive width, a couple possibilities:

1. Make the top row / header text vertical / sideways.
2. Make an horizontal scroll.

For the permissions info, perhaps adding a simple always visible description bellow the save / cancel icons could help. Not too intrusive, but helpful.

Tooltips could aggravate the first issue, so I would not go there.
