Bug: Sometime incident panel doesn't show data

Expected behaviour

Panel should show incident list

Current behaviour

When creating a new panel sometimes alert aren't shown in the panel. Resizing panel seems to make them appear.

Steps to reproduce

With grafana 7.5.5 and 7.3.0

Or sometimes using these steps :

1. Add an alert list panel in a dashboard
2. Apply the new panel
3. If the panel show data, edit the panel. Data won't show when editing

Context

This issue seems "random". It happens almost always when start editing an already existing panel. Doing an action on the panel like resizing or clicking on header line seems to make data appears.

When using breakpoint in browser debugger for methods onMetricsPanelRefresh and refreshData, data appears.
