Bug: Incident list show elements outside the panel

Expected behaviour

Incident list shouldn't show element outside the panel. There should be a scrollbar if there's too much incident to display.

Current behaviour

When there's enough incident, they will overflow the panel (see capture example).

Steps to reproduce

Please provide detailed steps for reproducing the issue.

1. Set a incident list panel
2. Show about 10 incidents without growing panel height

Context

• There should be enough incidents so that some overflow the bottom of the panel.
• Tested with grafana 7.5.5 et 7.3.0.

Please provide any relevant information about your setup.
This is important in case the issue is not reproducible except for under certain conditions.
