Fix "delete VM" flow

Issues :
- User has to wait until VM is completely deleted
- An error message is displayed even if the VM has been deleted
- If page refresh, there is no information on the delete process

 
- Return `Accepted` response in tools-api and add it to VM status so we can know it is still deleting after we refresh the page
