Feature request: Setting up webhook for spike in traffic.

I think it would be interesting if there was a possibility of setting up a webhook that would be triggered when there is an anomaly (ie a big spike or similar) in traffic.

That would be pretty rad. Happy to author if the maintainer would accept the PR. I'd like have it agnostic of webhook, webhook is impl detail - also support email etc.
