When trying to create api keys through TF, I am getting a lot of "too many requests" errors

Error: request failed: failed creating API key: api response: HTTP 429: {"errors":[{"field":null,"message":"too many requests"}]}

I want to create 6 API keys and I am getting these responses after running a plan & apply.

When trying the API manually it seems that you can only create one API key every 1-3 seconds.
