Plan for implementing Activities

We need a good plan for Activities. Here are some questions that need to be answered:

1. Do we need version control (eg. someone submits an activity, then edits it - do we want to keep the old one as a backup?) _Probably not_
2. How can we implement BoT / Coordinator approval? A timestamp? _Yes - but needs tests_
