`sandbox = relaxed` causes `--extra-sandbox-paths` to be ignored

## Problem



`--extra-sandbox-paths` only works when `sandbox` is set to `true` in `nix.conf`.

## Proposal


Add a line about this behavior to either the `sandbox-paths` or `sandbox` sections on the [`nix.conf` page](https://nix.dev/manual/nix/2.25/command-ref/conf-file).
