Specify local starter files

It might be good to have a way to specify local starter files (or perhaps there's a way to do this already, though, and I just didn't
notice.) CSC108 doesn't tend to post starter files on MarkUs, so being able to run it with local starter files would be nice. If this exists already, then documentation on how to do so.
