Move Upload Excel function to lambda

We should move this heavy operation to lambda as a first step in issue #26

We should add one more Spring profile to switch it, the lambda only enabled if profile=aws because we don't remove the current implementation for safe. We will use Spring Cloud function for this.

This function is used to handle upload in #77

@bbehling could you help? new -lambda-api should be a maven submodule in the project.

What is the status of fixing the Excel importing function? China’s national geodetic agency is unable to add any of their reference systems until this is fixed. I am also unable to add some new Canadian information. We would appreciate if this could be given a high priority. Just a temporary fix would be fine for now. Thanks!

The fix for issue #77 has been deployed and tested on production and staging also, you can verify it again. Here is my record link for production fix,

Aws Lambda is a serverless framework that we will split our backend to it as described in this issue, #26. This progress won't impact to the current development progress.
