Distribution options in ISO 19115-1

Current version of ISO 19115-1 provides a huge range of options on how the distribution package could be implemented.
Some of the potential structures are not sensible. There are two to have four options taht are most logical (depending on specific requirements of the particular deliverables being offered). Within an updated ISO 19115-1, it might be worthwhile considering making "recommendations" about which configuration should be used and the circumstances where each would be most appropriate.
