Amendment of the association "HasNote" in ISO 19104:2016.

Justification: This comment arose from EC 19146 (WG1) during its meeting in Stockholm on 2017-05-30.

In Figure 4, the association "HasNote" is in fact an aggregation association where TermRegisterEntry is the aggregate and NoteToEntry is the part. The aggregation should be named "Note" simply.
Proposal: Make the association an aggregation and name it "Note."
