Allow Backpack Pickup Command be ran from Console

Allow /backpack pickup be ran from console when specifying the player's name. For example /backpack pickup Steve OFF

**How the feature is useful**
Allows for toggling automatic pickup from console to allow for more customization of backpack handling.
