BUG?: "Forums Home" icon URL different for unauthenticated vs. authenticated user multiple portal aliases

Describe the bug

If you have multiple portal aliases, the URL for "Forums Home" in the toolbar is inconsistent with the URLs for the other icons, in that it includes a different hostname component.

Software Versions

• DNN: 09.12.00
• Module: 08.00.01

Expected behavior

Be consistent and use primary portal alias.

I think for SEO purposes, it's better to use the (primary/preferred/canonical) absolute url rather than a relative url? This implies that the primary portal alias be used imho. But I might be incorrect. Maybe an authenticated user gets a relative url since they may have a different portal alias but unauthenticated user gets an absolute url based off of the primary portal alias?

I think that's only the case for links form outside the site itself?
