Move embedded SQL in code modules to stored procedures and/or parameterized queries

Concatenated SQL is used in various modules in ActiveForums, marking it more difficult to maintain.

Describe the solution you'd like

ActiveForums should be using a parameterized query or stored procedures rather than concatenated SQL.

@WillStrohl I took the milestone off this, and I'm converting to an epic. There are dozens of places in the code base that use direct SQL (not necessarily dangerous just a bad practice IMO). I think this issue can be a reference issue for other PRs as code improvements are made?
