Currently doesn't handle adding newly created files to the projects

if the file doesn't exist when the tool runs, it won't show up in Visual Studio until you include it. I'd like for the tool to add it to VS automagically.

Likewise, it doesn't check for / create the resource directory if it doesn't currently exist.
